Mandate

The HEC is entrusted with the monitoring and steering of the higher education sector to foster excellence, equity, and innovation. Its core objectives include ensuring adequate resources for institutions, rationalisation of academic programs, promotion of high-quality research, and supporting the implementation of the Government's national higher education strategy. The Commission nurtures international standards of scholarship while addressing Mauritius' educational, cultural, social, and economic needs.​

Vision

The vision of the HEC is to make higher education a key pillar of the national economy and to position Mauritius as the foremost destination for students in the region.

Key Functions

Policy Development: Formulate policies and criteria for the regulatory function of the HEC and guidelines for institutional planning, funding mechanisms, and research.

Regulatory Responsibility: Registering and accrediting higher education institutions and their programs, conducting periodic accreditation audit at HEIs and determine the recognition and equivalence of academic or professional qualifications in higher education.

Finance: The HEC gives effect to government policy on funding of the Higher Education Sector and allocates funds to public HEIs under the purview of the HEC.  It monitors their performance against specified outcomes through a funding mechanism.

Research: Promote the development of academic impactful research in the Higher Education Sector.

Powers
The HEC holds authority to request data, enforce institutional accountability, and establish committees to advance its mandate effectively.
